Can ReefMaster use images that have already been Geo-referenced? Such as GeoTiff or any of the many other file formats that can be exported from Global Mapper....

You can import Google Earth KML files (which will have an associated image file) or MBTiles files, which is a database format holding a tiled image. If you import a KML file it will be converted to an MBTiles file, which can then be reused in other RM workspaces without needing to be processed again.
I'm not sure what formats Global Mapper can export, but I would export KML files to be an option.

is there some limit to KML+JPG size? I tried with 32 MB files and RM2 converted it (all 12000 tiles) but nothing showing up when double-click image open or trying to add it to project. .mbtiles file size is 4kt.

There is no hard limit to image size. Have you tried zooming in after opening the image? Images are tiled with a minimum zoom level and it is possible that the image is so large that it is not visible at the initial zoom level.

There are no plans to support Garmin map file formats, as these are proprietary to Garmin.

Zooming not make any difference. But I got it working. Just changed background image from Navionics Sonar ->Navionics Marine.
