Using the latest version of RM, I am adding overlay images in various ways but every time the image is imported it’s always translated to the right place on the map but not rotated correctly. The rotation is just the same as it would be if I opened the image in an image editor.

not sure if it will help but when i import paper maps i have scanned i always use GE for overlay, but make sure that i first rotate my GE window so map is straight up north according to the map legend i import ....
