What must I do to get right track time after import?
I set default time zone as UTC+4 (my zone)
I select this UTC+4 zone when importing tracks.
But unfortunately (sample):
track log file has 10-Aug-2017 03:30:00 create/modify time - it comes in UTC from device
But I got 09-Aug-2017 23:11:15 as this track start time.
What am I missing?

Hi Vol!
Can this be a solution to your problem?

Half of solution - as I wrote logs from device have UTC time. So I still see 4 hrs diff.
I thought that TZ selection in import dialog means TZ for files, unfortunately not. The only way to get proper local time is to select UTC+8 instead of my UTC+4

These time zones are driving me crazy. I really don't know how to solve it :(
I record a track at 9 local time (UTC+2). On my computer it says it was created at 7. I import it into RM with times set to local and time zone to local (UTC+1 but somehow it takes into account that during summer it is changing into UTC+2). In track properties window the end time shows 7. Since my tide data is in local time I need to manually change it into 9 so it corresponds.
However the situation is not like this with waypoints. I save a waypoint at 9. When I import it in RM, the waypoint time is 11??? So now I have it 2 hours later than the local time???

Maybe it is also good to point out that on my HDS the waypoint time is correct and local (9).
