i was hoping to make a raster background and use this map with decreased opacity so it shows through...is this possible

It depends. You can now export raster layers )including background images) within map projects to AT5 (and other formats), but raster support in AT5 is quite restricted. You will get one raster layer in an AT5 map, and this will be behind any vector components. There is no raster layer transparency. What you can do is layer your rasters within a map project and adjust transparency there if required (I assume you are overlaying two rasters here?), then export the whole lot (vector as well) to AT5. Note that an AT5 map may not look exactly as it does within RM, because of the raster restrictions - e.g. if you have a raster on top of a vector with partial transparency, then that isn't going to translate well to AT5. If you put up a screen shot of your map project I may be able to give more specific advice.
