Keel offset in the track properties refers to the depth of transducer underneath the water, not the location offset (this is specified in the import profile, but cannot be applied to CSV files at the moment). Note also that the keel offset parameter is specified in metres.
From the look of the data in the file that you provided, it seems to me that depth values are all being reduced by a single, large amount and this is causing your depths to go negative and for larger original values to become smaller -ve values.
Try setting the keel offset value to zero for all of your tracks and see if that resolves the issue.
