Hi,
Yes, you can do it using the Insight Map Creator from Navico. You don't really need ReefMaster for this, and it won't help you much with making terrestrial maps. You can use OSM as a data source for the IMC, which will produce vector maps. You can also create raster maps using a raster source such as geo-calibrated satellite imagery. There are some posts on how to do this in our mapping sub-forum.
