Is it possible to use RM with an osm.pbf file (downloaded from geofabrik) as "Background Map"?

Not directly, no, but you can generate an MBTiles file and use this as a background image (in most windows). A good tool for this is Maperitive - take a look at the generate-mbtiles command - you will probably want to specify min/max zoom, and download a PBF file as a map source (otherwise it can be very slow downloading tiles on demand). Be aware that this could result in a very large .mbtiles file, and take a long time to generate for larger areas.

For completeness on programs, I would also recommend MOBAC and Global Mapper. MOBAC is free, GM runs about $500 and has more capability.
