Yes, maps don't need any generated layers at all.
Create a new, empty map project and then import your shoreline as a layer - this could be a polygon or polyline. Style the shoreline as you want, add lines, polygons manually etc if you want and then add survey grid layers as required. The map can then be exported in the normal way.
